On road and infrastructure programmes, a main contractor proposing a barrier or hoarding supplier often has to put that supplier through the consultant's prequalification review. A submission can be returned for gaps that were easy to avoid. Requirements differ by programme, so treat this as a preparation checklist, not a rulebook.
State the scope clearly on the cover sheet
A reviewer can ask whether the submission covers only the barriers or also the hoarding system, and a review that has to stop to ask loses time. Say which items the supplier will fabricate, supply and install, so there is nothing to clarify.
Show the supplier's standing on the programme
If the programme keeps an approved vendors list, reviewers can check the supplier against it. If the supplier is not on it, explain why it is being proposed and what approvals it already holds, rather than leaving the reviewer to find the gap.
Complete the reference list
- Previous clients and projects where the supplier has made or supplied the same product.
- The quantity supplied to each client, and the contract value.
- A short description of the scope on each, such as supply only or supply and installation.
Include photographs of real work, with dates
Drawings of the proposed product may not be enough. Reviewers can ask for actual photographs of units the supplier has previously manufactured, and the date of manufacture. Label each photo with the project and the date before you submit.
Attach the system certificates
Quality, environmental and occupational health and safety management certificates (ISO 9001, 14001 and 45001 are the common set) belong in the pack, because a reviewer looks for them early. A missing certificate invites a comment and a resubmission.
Add the working documents
- A method statement and risk assessment for delivery, lifting and installation.
- A lifting plan for the barrier units, and the traffic management approach for lane closures.
- Material information and, where asked, test records.
Before you submit
- Have one person read the whole pack against the programme's own submission template.
- Check that every drawing, certificate and photo has a title, a revision or a date.
- Keep a record of every comment and your response, so a resubmission answers each one directly.
